Candelariella efflorescens forms small, rounded areoles that soon disintegrate into fine soredia (20–55 μm). Apothecia (0.2–0.4 mm) are infrequent, lacking a distinct proper margin macroscopically, and contain polyspored asci. Very similar species are C. pulchella and C. rubrisoli, which can be reliably distinguished by characters of the apothecia, asci and paraphyses.
It grows on sun-exposed bark of deciduous trees and, more rarely, conifers, especially in areas affected by nitrogen pollution. The species is widespread in the temperate zone of North America and Europe and has also been reported from Asia. In the Czech Republic it appears to be very common, particularly in open landscapes at low to middle elevations. So far, only a few records have been reliably confirmed (by DNA data or fertile specimens).
